feat!: change release-it "hotfix" branch prefix

The `hotfix-` prefix used as a "magic branch name" for release-it was
being used organically by engineers without intending to create
releases. Rather than try to boil the ocean and change the instincts of
each engineer, in #80 we agreed to change the prefix to `release/fix-`.

This is a breaking change since behaviour which worked previously now
does not.

Updates the grep/sed command to find the latest tag in the
check-latest-tag-in-changelog job to cover cases where release-it does
not create a comparison link when writing the CHANGELOG.md file (i.e. on
the first entry in that file).

Also updates the job name to be kebab case, rather than underscored, to
match other jobs.

feat: add mkdocs template

Add a new template to the common pipleine which builds documentation if
a mkdocs.yml file is present in the root of the repository. Nothing is
done if no file is present and all jobs can be disabled via variables
which makes these jobs "safe" to add to the common pipeline.
