fix: remove fmt job reference from terraform-module.yml

Following https://gitlab.com/gitlab-org/gitlab/-/merge_requests/149659

we need to remove mention of `fmt` job from the file to fix situations like this - https://gitlab.developers.cam.ac.uk/uis/devops/infra/terraform/gcp-pubsub-to-ms-teams/-/pipelines/564071
