webapp-dev-environment: note visibility of secrets repo

Dr Rich Wareham requested to merge issue-42-secrets-in-dev-environment into master

Note that the secrets repo is visible only for uis/devops members. Add a comment indicating that secrets are also available in our 1password repository.
