Webapp dev environment page has a broken link

Reading docs/notes/webapp-dev-environment.md I note that in the secrets section it has a broken link to the following:

• https://gitlab.developers.cam.ac.uk/uis/devops/docs/general/tree/master/secrets

I wasn't able to identify where this repository has moved to.

It might be worth adding a test to check for broken links?
