Draft: feat: add clinical consultant and node salaries for 2025

As part of https://gitlab.developers.cam.ac.uk/uis/devops/research/research-dashboard/webapp/-/issues/373 - where the missing up-to-date clinical salary scales are causing RD to fail (and if mitigated with only https://gitlab.developers.cam.ac.uk/uis/devops/research/research-dashboard/webapp/-/merge_requests/383 would cause potentially extremely inaccurate outputs), this adds 2025 clinical scales data.
