Oncosts: Update NHS salary scales and add MRC scales
Description
As per uis/devops/research/staff-on-costs-calculator/webapp#44 (closed) and the issues documented regarding RD salary calculations/projections, the clinical salary scales are 8 years out-of-date. It would be helpful for these to be updated with up-to-date scales and those for the intervening years. Similarly, MRC salary scales are not currently implemented.
Further details
Currently, the only impact of this is that it is likely to be causing inaccuracies in Research Dashboard where a staff member is on a clinical or MRC grade point. However, it is still being explored whether that RD functionality is needed, so it may be that it is decommissioned.

The NHS pension scheme is not necessarily directly linked to the NHS pay scales. If a person paid via a University pay scale meets certain eligibility criteria, then they can be entered into the NHS scheme. Likewise there could be people paid on the NHS pay scales who are in the USS pension.
suggests that there may be benefit in including the non-university salary scales. If so, solving this would be required.
It should also be noted
a) this may end up overlapping with uis/devops/research/staff-on-costs-calculator/webapp#13 b) that Matt has suggested that whilst published scales are likely to be accurate:
it would be better to obtain any information about the rates from CHRIS as we will not necessarily be using all of those available.
So, depending on when (or indeed ultimately if) this is required, this issue may be solved or augment either uis/devops/research/staff-on-costs-calculator/webapp#13 or uis/devops/research/staff-on-costs-calculator/webapp#48 (closed).
