feat!: move to Cloud Run Functions for implementation

cloud-run-function into main

Copy the gcp-cloud-run-function module into this one in order to replace it. This will force all users to move to Cloud Run Functions rather than first generation functions.

The variables schema and output schema have changed as a necessary part of this and so mark the change as breaking.
