Merge this module with the Cloud Run Function module

There was a long discussion in Teams about whether the new Cloud Run Function module should simply replace this module as a "v2" or whether it should stand alone.

My opinion is that they configure different resources in Google Cloud and so the module should make sure to only configure the resources it claims to. Others had the opinion that this module configured a function in Google Cloud and not specifically a Cloud Function.

Ultimately teamCloud owns this module and so I think they should decide. I've opened !24 (closed) which moves the implementation of the Cloud Run Function into this module as a breaking change. If that MR is merged, I'm OK with deleting the Cloud Run Function module and fixing up all current uses while that number is still small.
