Asset Edit and Creation

Depends on !9 (merged) and !10 (merged) merging first

• Allows assets that you have permission to edit to be edited.
• Allows creation of new assets.
• API calls to create (POST) and update (PUT) the new/updated asset
• Snackbars for notification of API errors and successes

Separate issue #22 (closed) spun off to update PI lookup.

Probably easier to review commit at a time.
