feat: move to upstream OpenAPI generator template

Dr Rich Wareham requested to merge issue-22-use-common-openapi-template into main

Now that uis/devops/continuous-delivery/ci-templates#93 (closed) is closed, we have a generic OpenAPI generator template. Make use of it.

The majority of this MR is removing the content which is now in ci-templates or the guidebook and results in >500 lines now being genericised and no longer present in the repo.
