Include client library release build CI

Description

Include the CI template written in uis/devops/continuous-delivery/ci-templates#92 (moved) in order to build and publish client library code as part of the release process.

Task list

• Remove existing local CI
• Include template CI
• Fix any possible issues in template CI with MRs as part of this issue
  • If issues are very serious move to new issue (although this is not expected)

Acceptance criteria

• Client library code generated from the API is released to repository registry when new API version is released
