Set organization unit path when creating new users

Sets orgUnitPath when creating new users (default to '/')

Possibly tricky to test without new users needed to be created. Could try changing gdev membership.

Looks sensible. Open to merging as is but obviously we can't test it with a "real" new user. @rjg21, happy to leave it to you to decide if you think we should "merge and see" or "wait and test".

Trouble is knowing when a new user is ready to be created but hasn't already been done by scheduled sync.

One test could be:

• Add rjg99 to uis-devops lookup group (I don't have perms to do this)
• Run sync against gdev
• Check rjg99 has been created correctly
• Remove rjg99 from lookup group
• Check it gets suspended
