Synchronise institutional groups into GSuite

We would like to enable institutional print queues in Google Cloud Print. To do this we need a Google Group with institution members in it. Extend Google GSuite to synchronise a whitelisted set of lookup groups/institutions into Google Groups. In the first place it probably makes sense to mirror institutions.

We should try to be sensible about namespacing and have something like {instid}@institutions.groups.g.apps.cam.ac.uk.

I'm broadly OK with this code but I'd like someone other than me to test so that we can spread knowledge.

To test !10 (merged), I made code changes to access the Lookup LDAP server from outside the CUDN (or VPN). These changes are tracked by #18 (closed).
