fix(services): fix the assignment of services to porfolios

Refactored the logic around the porfolio which a service belongs to, to allow an explicit porfolio name to be specified. This is useful in the case of a service belonging to a team that works across multiple porfolios which is the case for TAS, ADA and Nursery Waiting Lists.
