fix: preserve legacy URLs

Dr Rich Wareham requested to merge legacy-links-v2 into master

Previously URLs started en/latest/ in the guidebook. Symlinks would be the cleanest solution but GitLab Pages doesn't support them so, instead, copy the public/ directory to public/en/latest as a horrible work-around.

This is a re-submit of !320 (merged) which should succeed now that the quota for pages has been increased.
