add an *initial* draft of the tech lead forum terms of reference

This commit is very much a first pass at a tech lead forum terms of reference and explainer as to its value.

I strongly suspect that this will need some pretty heavy revision after the first few meetings and so I've tried to keep it relatively light and relatively general.
