Update dev group deployment
Fix the ordering of instructions on deploying to ex-UCS Dev Group services.
Most notably, you need to not be in maintenance mode when editing the service priorities otherwise the service won't move.
GitLab will be upgraded on 17-Feb-2025 between 12:00 and 14:00. There may be small periods of service instability.
