Update semver match in check-latest-tag job

Part of uis/devops/ucam-observe/ucam-observe-remote-server#3 (closed)

Updates the grep/sed command to find the latest tag in the check-latest-tag-in-changelog job to cover cases where release-it does not create a comparison link when writing the CHANGELOG.md file (i.e. on the first entry in that file).

Also updates the job name to be kebab case, rather than underscored, to match other jobs.
