feat(python-tox): allow specifying version of tox

Dr Rich Wareham requested to merge issue-63-tox-requirement into master

Add a variable called TOX_REQUIREMENT which allows downstream consumers to override the version of tox installed and used.

An example of a CI job using this is at https://gitlab.developers.cam.ac.uk/uis/devops/iam/identity-photos-service/photo-api/-/jobs/1288459.
