fix(maven.gitab-ci.yml): added missing GKE_RUNNER_TAG

For #174 (closed)

Added missing GKE_RUNNER_TAG on build_artifact causing job to fail. After the refactoring it's now picking up default gke-devops-general and failing the token retrieval.
