ci(terraform): remove merge request pipeline rules for terraform jobs

This MR, and the related gcp-deploy-boilerplate one, removes the use of merge request pipelines by default for our Terraform jobs. Going forwards, the Terraform jobs will only run for branch and tag pipelines by default, although projects can of course override these rules if required.
