feat(terraform-pipeline): remove duplicate kics job

remove-redundant-kics-job into master

The terraform pipeline includes the SAST IaC template from GitLab which is now redundant since mandatory CI jobs have been introduced. This leads to duplicate jobs in some pipelines.
