Do not allow commitlint jobs to fail by default

Initially, the commitlint jobs were scary to people so we made them "allowed to fail" . However, we have now built a whole release process around the conventionalcommits standard so it would make more sense if the commitlint jobs did fail by default to avoid unnecessary failed release jobs.
