We potentially copy some files across in the package, but only if they
exist in the relevant institutional folder. It's thus allowable for the
files not to exist.

NB no version bump to the package needed here; where there are machines
that succesfully have the package installed already we don't want to
force a no-op "upgrade" upon them

Chemistry had deployed an older version of texmaker before they moved
to using msi, so we need to be sure we can upgrade such installations.
