Enable Metatag module

The University's search engine behaves better is certain meta tags are present (eg date). This adds the (patched) Metatag module, and also enables the Dublin Core and Views sub-modules.
GitLab will be updated on 12-Feb-2026 between 12:00 and 14:00. There may be small periods of service instability.
