Sprint 1: Build 'Image' component
Description The first version of the image component will support a single image with a caption. An image gallery component can be scoped later to support adding multiple images together as a collection.

Properties Uploaded image - need to discuss media management options, needs to be able to be cropped and resized inside the editor
Caption - required? max character count?
Decorative - boolean to set decide if the image should be marked as presentation and hidden from screen readers
