Add custom header, footer and menu components.

Adding in Header, Footer and Menu components within theme. Calling these from the updated page.html.twig rather than using the default regions for these. Therefore these are hardcoded into place for styling. Styled using basic draft designs from December demo. Tested working as a brand new setup.
