Prevent creation of unneeded resources

Closes #144 (closed), #143 (closed) as part of an attempt at getting closer to #142 and being able to have renovate automatically increment the version of the template where it is used by conditionally creating files and directories rather than creating them and removing them afterwards. This is the recommended copier way of making conditional files.

While these changes are intended to have identical output as the previous version of the template, they have been marked as breaking changes due to a change in the way that non-managed ui_modules may be treated and because of potential incompatibility with removing entries in copier answers.
