Create single python CI template to include

Description

Current boilerplate includes the gitlap auto-devops template and then 2 UIS override templates. Moving these into a dedicated template that is directly imported instead should aid:

• clarity of each projects deviation from the CI paved path
• less "code" in projects
• less to update in the boilerplate moving forward
• adding new functionality to the paved path CI process
• modifying existing functionality of the paved path CI process
