Create and publish library with required dependencies for structlog

Publish shell of library to pip via gitlab pipelines

Acceptance criteria

• main ucam-observe package depends on structlog
• ucam-observe[django] to install django-structlog
• add hello_world and hello_world_django functions
• publish 0.0.1 of ucam-observe to pip via gitlab semantic release tool
• include test mechanism for both vanilla and django installations
