only destroy Google secret versions which are not destroyed

Dr Rich Wareham requested to merge 22-destroyed-secrets into master

Previously we would try to destroy all Google secret versions, even if they were already destroyed. Now, only try to destroy existing secret versions if they have not yet been destroyed thereby avoiding complaints from Google's API.
