feat: add back in the KMS support
It turns out that GitLab is still using KMS support. Add back in the KMS support but re-write it to use the more modern google-cloud-kms package.
GitLab will be updated on 12-Feb-2026 between 12:00 and 14:00. There may be small periods of service instability.
