Initial implementation

Wrap tool to be able to pip install.

Move project/repo name and list of secrets to decrypt to .docker-run.yaml configuration file.

When merged, separate issues will need to be created for each of the following repos:

• uis/devops/infra/sql-backup
• uis/devops/raven/deploy
• uisautomaion/gitlab-deploy

Each will require the following changes:

• removal of the existing docker-run.py
• update README to use pip install version
• .docker-run.yaml with appropriate values
