#7 add preset pythonVersionCIManager
Summary
Adds a preset to keep the PYTHON_VERSION defined in .gitlab-ci.yml files up to date.
Tested on the Lab Allocator project see here and should be compatible with !23 (closed).

GitLab will be updated on 8-Dec-2025 between 12:00 and 14:00. There may be small periods of service instability.
