feat: add copy of terraform-module-boilerplate's renovate configuration

add-terraform-module-boilerplate into main

Add a copy of the terraform-module-boilerplate's configuration along with enablement of the terraform-docs pre-commit hook preset since all terraform modules make use of that to keep docs fresh.

We also enable automerge in line with uis/devops/infra/gitlab-bots-deployment#79.
