Initial implementation

Provides an initial implementation of the library.

Publication to test PyPI via CI at https://gitlab.developers.cam.ac.uk/uis/devops/lib/fastapi-pagination/-/jobs/354866 and it can be seen on PyPI at https://test.pypi.org/project/fastapi-pagination-utilities/0.9.0/. (The name "fastapi-pagination" was already taken.)

I've added the limited-scope TEST_PYPI_API_TOKEN CI variable but waiting until merge to deploy fully to live PyPI.
