Add configuration to deploy to staging

Add GitLab CI configuration which triggers a staging deployment when a commit is made to master.

An example of a successful pipeline can be seen at https://gitlab.developers.cam.ac.uk/uis/devops/lecture-capture/preferences-webapp/pipelines/26049 which was a variant of this configuration with branches and deployment targets modified to deploy to development.
