Make alert policies optional but enabled by default

In line with how we currently allow the SSL alert policy to be completely disabled, this merge request adds the same logic to the two uptime alert policies.

I have tested these changes and the proposed moved block is working as expected in that merging this should not cause any changes to the default usage other than to show that the resources have moved address due to the count.
