Adds docs for the known issue of missing function archive file in CI job

Summary

We experience this issue in DA deployment recently see here and fortunately Rich was able to provide quick guidance. I think it would be beneficial for this knowledge/solution to be documented in a place where users can easily find it.

I don't have a strong opinion on format nor the location but I do believe which should document this.
