Resolve "gemnasium image needs pg_config installed"

Dr Rich Wareham requested to merge 28-add-postgres-to-gemnasium into master

Add required packages to gemnasium-python image to allow dependency scanning to succeed with Python packages which use PostgreSQL.

The G Suite Authenticator project has an example of this allowing dependency scanning to succeed.
