new image: gcloud-docker
Add new image which contains the gcloud command line tool, docker, git and cloud_sql_proxy. Useful for deployment builds.
An example of a job using this common image is at https://gitlab.developers.cam.ac.uk/uis/devops/uga/smi/-/jobs/45521. See the corresponding gitlab ci config for details.
