Remove old photo api base
Remove now unused image build.
Potentially fixes issue where photo api builds sometimes failure - possible due to resource contention when both are build at once.
GitLab will be upgraded on 17-Feb-2025 between 12:00 and 14:00. There may be small periods of service instability.
