Build from spec files instead of portal

Verified by building locally, checking functionality still works, and checking that generated code is the same as the main branch (excepting a couple of changes to API since this MR was created).

All looks ok, we haven't updated the release number but I would suggest that we don't as this is just an infrastructure change so doesn't need a release.
