Correct default base URLs for the API configurations

Current base URL defaults for the API configurations do not access valid URLs. These should be corrected to be usable 'out the box'.

Defaults appear to be:

• https://api.apps.cam.ac.uk/card
• https://api.apps.cam.ac.uk/institutions/mapping/v1
• https://api.apps.cam.ac.uk/lookup/v1
• https://api.apps.cam.ac.uk/photo
• https://api.apps.cam.ac.uk/university-human-resources (missing /v1alpha2)
• https://api.apps.cam.ac.uk/university-student (missing /v1alpha2)

Alternatively, these last two should have a root 'versions' endpoint that would remove the version from the base url. Possibly to add to OpenAPI refactoring epic.

This is dangerous to do it while we are releasing the new system, as it may break things. Pushing to next sprint once the release has happened.

Actually, any system using these APIs through identity-lib must be overriding the default already else they wouldn't work. So should be safe to fix.
