Add example configurations sent to colleges and departments

Basically the same as !18 (closed), but I added some comments and included use of the University HR API to catch more people in the net.

These are the configurations that have been sent to colleges and department.

Clare Hall is slightly different, as they already used the card-client, but wanted to make use of CamSIS to fetch their students.
