Allow querying for card via LQL Lookup query

Allow cards to be queried for using a LQL Lookup query.

Currently we only allow cards to be queried for by group or institution - making use of the Lookup client to fetch people for a group or institution and then querying for each card for these people.

Users have found that they need the flexibility of LQL in order to capture the correct group of people, so would like to be able to query for cards based on an LQL query.
