feat: Add .readthedocs.yaml configuration file to fulfill new RTD requirement

Should resolve #38 (closed)

Afaik there's no way to manually test besides merging this & checking the latest build no longer fails in RTD.

If it does fail again, it simply means some tweak is needed for the newly added .readthedocs.yaml.
