Update acceptable use policy link on the "Agree Terms of Use" page

As a Product Manager, 
I would like to update the Acceptable Use Policy link on the "Agree Terms of Use" page 
to the specified new link, ensuring compliance with updated policy resources.

Background

The consts.ts file contains various constants used throughout the application, including URLs for terms, policies, and user guidance. The Acceptable Use Policy link needs to be updated per the PM's request to redirect to a new location: https://help.uis.cam.ac.uk/policies/acceptable-use-policy.

Acceptance Criteria

• The new Acceptable Use Policy link (https://help.uis.cam.ac.uk/policies/acceptable-use-policy) is added as a constant in consts.ts.
