Create "Agree Terms of Use" Page

Create page that fulfils the design set out in Figma for the Agree Terms of Use page, see acceptance criteria in &1 (closed)

Task list

• Checkbox theming from MyCApp incorporated into our theme and applied to the checkbox
• Ensure that page session times out correctly, and user cannot continue if token expires while user is on this page

Acceptance criteria

• Page is functional as per Figma design and displays content along with checkbox.
• On "Next" pressed while terms agreed, API informed of user terms of use acceptance.
• On "Next" pressed while terms not agreed, see error message under links/references
  • Use form validation error styling as currently in theme/application, will revisit styling with icons etc. in future epics.
