Description

This task is to create a placeholder terms and conditions page that #32 (closed) can navigate to and &1 (closed) can build upon.

Further details

This is mainly to be able to work on both epics simultaneously without creating merge conflicts.

Task list

• Create a new step in the stepper
• Create a blank page with no content that will be displayed if this step is selected

Acceptance criteria

• Terms and conditions placeholder step exists
